They are simple to make and the process can be applied to any style or paper you like. To make your own, cut a large circle (mine was 10 inches) out of patterned paper. Find the center and mark it. Cut a slice out of your circle that goes to the center, kind of like pie or pizza. Roll it into a cone shape and secure with adhesive.
Cover numbers in beads and sparkles, then attach them to your hat. Add a flower, star pins and rhinestones.
Glue the cone to a piece of felt. Trim the felt with pinking shears for a nice finished look. Embellish the cone with trim to cover up your glue marks. To wear your hat, cut two small slits in the bottom and slip a headband through. If you don't mind the elastic string, you could simply punch holes in your cone and tie one on. A headband is much more comfortable, though!
